In my opinion Mr. Williams is a clever man,
and energetic in certain directions. But he has not shown
sufficient steadiness nor perseverance in his work to enable me
to call him a good schoolmaster. I believe however that if he
had a strong man immediately above him, he would do very good
work.
Apart from his teaching powers he is very unmethodical, and I must add, careless. Sir Matthew Nathan was
not favourably impressed with his work when he was organising Secretary of the Technical Institute. The appointment was
practically taken from him and given to Mr. Ralphs.
I have had to report Mr. Williams for the
muddle he made by not paying his bills as they came in.
Mr. Williams in this connection brought a charge against me which he has not proceeded with. I do not want
to make too much of this as he wrote what he did in a fit of
exasperation very probably at being bothered with bills and
exaplanations while on leave. But I certainly think he should
be called on to substantiate or withdraw his letter before ho
gets fresh employment in the Civil Service.
